Municipal Wind Installations in Alaska

Wind Energy Siting Handbook

The Wind Energy Siting Handbook was developed by the AWEA Siting Committee, in collaboration with Nixon Peabody LLP and Tetra Tech EC, Inc., to inform wind energy developers and other interested parties about environmental siting issues relevant to land-based commercial-scale wind energy project development in the United States.

Wind and Eagles in the Chilkat Valley

Eagles and Wind Turbines in the Chilkat Valley. During 2009, The Energy Sustainability Commission was been approached separately by two private individuals interested in the developing a wind resource on the Chilkat River. The Alaska Energy Authority funds a wind anemometer loan program that municipalities can access to evaluate resources. State wind anemometers can be installed on private land, as long as the municipality participates. However, the program is limited. The Commission decided to investigate the possibility that the eagle population might pose a barrier to wind turbines at the sites proposed prior to applying for a state anemometer. The Commission contacted the Alaska Chilkat Bald Eagle Preserve Advisory Council, to request advice about the impact of wind turbines on the eagle population. In October, 2008, the Advisory Council voted to recommend no placement of anemometers until the risk to the local bird population from wind turbines is determined. Pressed by the Commission for help with a research plan, Co-Chair Telford recommended the hire of a consultant to perform a literature search and determine the impacts from existing commercial grade wind turbines. As a starting point, Mark R. Fuller, USGS, with the Forest and Rangeland Ecosystem Science Center, Snake River Field Station, and Boise State University, Raptor Research Center provided the following papers and resources:
